The university (read: Bud) felt that they had to overpay to keep him. Iowa State was calling.
Personally, I think Jeter wouldn't have jumped ship. It had only been two years, he hadn't even been able to cultivate a recruiting class yet, and he had too many connections to the state of Wisconsin. Iowa State isn't that far away, so he'd have thought hard about it, but I think he'd have eventually stayed.
Bud, however, was just a year removed from losing Pearl, and he felt the risk of overpaying Jeter was far more attractive than the risk of losing someone who at that time was thought to be a potentially great basketball coach.

He would have been gone. He wasn't because Bud made the decision to keep him. If Bud made a mistake, it was to extend his contract by one year every season. There are other, smaller things I'd have in the contract but as far as flat money, I'd have done the same thing.
We can afford it if we take care of other things. Mainly, bring basketball back to campus in a new arena.

Every year since our last NCAA appearance, the pre-season poll seems to show us finishing lower than we do, and we seem to think we'll finish higher than we will.
There are too many questions not only about the Panthers but also about other teams to make an informed judgement. These polls are mostly (but not totally) based on what's on paper. What is on paper and what happens on a court are not the same thing. (See where the BCS favorites are in the polls or not in the polls right now for an example of that)
Fact is that we have a good nucleus of exciting players returning. We've added some players who we have reason to believe will also be very good. How good those new players are and how fast they develop will determine where we finish.
And all the educated guesses in the world won't change that.
