McCabe will be making his decision tomorrow (Tues, 8/16) instead due to a scheduling conflict.
Sounds like West Virginia may be the likely choice.

I don't want to read to much into this. For a player to tweet a positive is a positive sign. I know they take recruits to UWM Panther Arena, showing the rebuilding and upgrades, that will get any player and fan excited.

Soooo many offers out there (2017 and 2018), I think it makes Milwaukee look desperate.

Not desparate, this is in-line with what many schools do, Coach Jordan and staff have been making some offers to some "homerun" recruits that so far are choosing major programs (i.e.. Jordan McCabe - W. Virginia), but if they land one, it would be a major coup.

It's also a way to get your name out to schools/teams in areas you don't typically recruit. Rob pretty much didn't touch Indiana, Michigan, etc so it helps to get your name out. The only comparison I can make to this was when Hugh Freeze joined Ole Miss in football. For his first full recruiting class, he offered around 250 players as a way to get his foot in the door to schools & players Ole Miss typically didn't recruit.

Heck, maybe they want to transfer down the line and you have a connection with them. It just seems every other day there are two or three more offers out there to kids who are not home runs. 'Holic addressed this with an Ole Miss football comparison. This staff does seem to be targeting places that the previous staff did not. Go Panthers!
